FLAGSHIP council offices at Gateway Plaza are hidden behind scaffolding to allow repairs to a defect in the façade of the building.
Water is getting in to the offices, which the council bought for £21m four years ago, but a council spokesman said the repairs were being covered as part of the original developer's warranty.
"The contractor is making good defects to the external façade of the offices at Gateway Plaza under the terms of the original building contract, on behalf of the Headcrown Group plc.
