COMMUNAL bins should be given to migrant workers from Eastern Europe in a bid to stop waste issues and fly-tipping, councillors were told.

At a meeting of the Central Area Council councillors were discussing proposals for a service that will support new tenants in low-cost, poor quality private rented housing.

They were told there is a significant issue with fly-tipping of household waste and furniture in and around areas of dense low cost private rented sector housing - particularly in the Kingstone and Central wards - and this is under review by the Central Area Council Fly-Tipping Working Group.

Coun Martin Dyson said he believes there is some merit in the idea of giving some people communal bins to use rather than individual waste recycling bins.

He said: “One of the problems in a lot of these areas is transient populations who are not English and are Eastern European and have never seen a dustbin in their life.

“Communal bins - that is what they are used to - and that’s a big problem.

“Some councillors are saying take all the bins away from them and give them a communal bin and that will stop all your fly-tipping. I think it would.”

Coun Doug Birkinshaw said it is not just new tenants to consider but also old tenants who leave things behind when they move and dump it in the street.

Coun Dyson added: “There is a debate to be had that the more we pick up rubbish the more they are going to do it.

“If they know they can dump a three-piece suite and it’s moved in five days and if we keep doing it over and over again they are going to keep doing it.”

Chairman of the Central Area Council, Coun Richard Riggs, said Neighbourhood Services are aware of the issue.

He added: “It is not straight forward to solve but proposals are coming back at the next meeting that should go some way to resolving that.”

The discussion came during considerations to approve funding for a support service for new tenants and households in low cost, poor quality private rented housing. This investment was agreed and the service focus on areas such as tenant and landlord responsibilities; waste management, bins and recycling; condition of properties; fire safety check referrals; debt and money management and budgeting; and drug and alcohol misuse.
