Yorkshire CCC have been docked 48 points in the County Championship and given a six-figure fine for their handling of the Azeem Rafiq racism scandal.
The deduction ends their realistic promotion hopes in Division Two and leaves them bottom.
They have also been deducted four points from this year's Twenty20 Blast which has ended.
They have been fined £400,000 with £300,000 suspended for two years.
The sanctions have been imposed by the Cricket Discipline Commission, after Barnsley man and former Yorkshire player Rafiq's claims of institutional racism within the sport.
