COUNCILLORS will consider a bid to grant permanent planning permission to a caravan site on green belt land in Carlton.

Applicant Gerald Ayres is a traveller who has lived at the Shaw Lane site since 2004, but has had temporary permission in the past and is now seeking permanent residency on the land.

Barnsley Council refused a similar scheme in 2011, leading Mr Ayres to lodge an appeal with the Planning Inspectorate, who handed him temporary permission which has recently run out.

However, the recommendation from the council’s planning officers is to reject the bid once again - which can be overruled by planning board councillors - and the scheme will be discussed on Tuesday.

A council report said: “The site lies on the edge of Carlton where the green belt serves to maintain a break between the village and the communities of Cudworth and Shafton.

“The applicant has lived at the site since 2004, although his lifestyle means that he travels around the country for up to five months of the year.

“While the applicant’s personal circumstances and the current lack of alternative accommodation options with Barnsley are recognised, these circumstances do not clearly outweigh the harm to the green belt policy so as to establish very special circumstances.”
